It surfaced one flaw, now fixed: this issue's title said `Cloud outage detected` with no sign it was a drill, and the title is the whole message on a lock screen. Titles now carry the headline — `Cloud: FIRE DRILL - not a real outage` vs `Cloud: 3 app(s) DOWN`.
